executive with a track record of successful P&L responsibility, execution and implementation,
focused on driving transformation, team building and culture change. Excellent experience in
working with government institutions, private sector firms and regulators. The preceding is
complimented by his business valuation skills which can unleash value to clients requiring
expertise in portfolio investments, private equity or mergers & acquisition transactions.
His track record includes leading a team, as the CEO of NDB Wealth Management, to build Sri
Lanka’s most successful private-sector asset management firm, with assets under management of
over USD 1 Billion.He holds a BS in Management Information Systems and an MBA from the University
of Southern California (USC), Los Angeles, USA. His 25+ years of experience Financial Services

Director
Nigel Brill has over 35 years banking and finance experience.
During his long career he has worked in London, Dubai and Hong Kong. His experience spans retail,
operations, lending, trade finance, structured trade finance, correspondent banking,
network management, global custody, asset servicing, securities lending,
asset management and more recently fintech. In that time, he has worked for a
number of leading banking institutions such as JPMorgan, Northern Trust,
Deutsche Bank. Nigel has either been based or covering the Middle East region for the
last 20 years or so and in that time has led sales and relationship management
functions within the organizations he has worked for, covering a range of central banks,
sovereign wealth funds, pension fund and asset management companies and will therefore
complement the efforts of Capital City Advisory to connect Sri Lankan opportunities to
the Middle East, Africa and Asia. In addition to becoming a member of the Capital City Advisory Board,
Nigel has his own consulting business based in Dubai and works with a number of fintech businesses to
support their business development activities.

Director/ Investment Advisor
Sarrani Arseculeratne brings both oversees and local expertise having worked in a variety of roles in
management, research analytics and financial services. She commenced her career as a young
graduate with the Asian Development Bank and the Ministry of Finance on of its biggest fiscal
management and restructuring projects in Asia, involving the business process reengineering and
automation of Sri Lanka’s Inland Revenue Department as well as the entire operations of the
Ministry of Finance. She then ventured into working for General Electric (later Latitude Financial
Services (Pvt) Ltd) in Melbourne Australia in a client advisory and credit management capacity.
On her return to Sri Lanka she served as General Manager for the Tissa Jinasena Group which
included overseeing of the group’s financial and legal functions of the 11 private limited companies,
companies limited by guarantee and trusts in the group.
Sarani brings to the CCL team this vast expertise and hands on experience gained in multiple fields
including investment, financial services, law and research and analysis.
Sarrani graduated with a Bachelor of Arts majoring in Economics from The University of Melbourne
Australia and has also gained a LLM in International Business and Commercial Law from the
University of West London with focus on the impact of International Law on investment into Special
Economic Zones.

Tharaka Gunawardana holds a LLB from the University of London
and a LLM ( in International Business and Commercial Law) from the University of West London,
and brings with her knowledge and experience in areas including legal aspects of international
finance, international business structures, international arbitration, that provides her greater
ability to understand and contribute in business structuring, project management, arbitration and
related aspects. She commands valuable experience gained at Capital City Law over the years
having spent time working alongside seniors who are experts in legal and corporate advisory
services. Her strengths in Research and analysis is notable, having assisted the core team
that structured the legal framework governing the Colombo Port City and several other
research related assignments and having served as a staff member of the Business and
Strategy Development team at CHEC Port City Colombo (Private) Limited.
